Thanks Toby, that was the problem they were both using the same name in
the TEMS and the information would pass from one to other (fighting for
identity).
I added the SET AGENT NAME and restarted the agents, I now have both
agents communicating, 1 active and 1 Stand by both attached to the same
Queue Manager.

I have seen this before when the queue managers are the same name.
This being the case have you added the entry in itm mq config for 'SET
AGENT NAME(hostname)'
replace (hostname) with real hostname -- I do this for all
agents as the hostname is not in the agent name by default, this makes
troubleshooting easier as you can quickly locate what queue manager the
server is on.
Stop both agents, clear the offline entries in TEP so the agents are
removed from the TEMS database, change the config by reconfiguring the
agents, start one agent ... check it's ok, start the other agent.
If this works, check your situations are still associated, if not
re-associate them.

If you are referring to MQSeries 7+ Active Standby Feature:
First, check to make sure your version of MQ agents supports MQSeries 7+
Active/Standby. We are at 7.01...and it does:

I'm not sure what you mean by the agent going back and forth between the
servers...
In our setup, each agent is installed locally on each MQ server. The
QMgr that is in standby mode will show 'Running as Standby' in the Qmgr
Status attribute group. Before we moved to a version of the MQ agents
that supported the standby mode, the Qmgr Status attribute would should
the Qmgr Status as 'Unavailable' which was bad.
Otherwise, If you are referring to OS level clustering, then you should
check up on how to install MQ agents in a clustered environment using
persistent storage. The IBM docs discuss this a bit, although it can
still be cumbersome with multiple agents.

Hello, we are running MQ Series with a multi instance on 2 servers
(Solaris 10), one instance is active and the other is standby.
When I start the ITCAM MQ agents on both servers, they both start but in
the TEPS I see the agent go back and forth between to the servers, it
never shows both 1 being active and 1 being in stand-by.
Has anyone else seen this and have any recommendations.
